Maritime Singapore Awards Over 70 MaritimeONE and Tripartite Maritime Scholarships to Nurture Talent Pipeline

Scholarships reflect continued and collective commitment by maritime ecosystem to nurture the next generation of talent

At the MaritimeONE and Tripartite Maritime Scholarships (TMSS) Awards Ceremony 2024 held this evening, 63 MaritimeONE Scholarships[1] and 10 Tripartite Maritime Scholarships (TMSS)[2] were awarded by sponsors from the industry, unions, associations, foundations, and institutes of higher learning. Mr. Baey Yam Keng, Senior Parliamentary Secretary, Ministry of Sustainability and the Environment & Ministry of Transport, was the Guest-of-Honour at the awards ceremony attended by the scholarship recipients, their families, and senior company representatives.

2.     The 39 sponsoring organisations[3] this year come from a broad spectrum of Singapore’s dynamic maritime ecosystem including shipping, port operations, maritime services, marine and offshore, associations, classification societies, foundations, as well as institutes of higher learning. Collectively, they reflect Maritime Singapore’s continuing and collective commitment to nurturing the next generations of talent.

3.     In addition to recognising and rewarding academic excellence, the MaritimeONE Scholarship provides students with opportunities to participate in various industry networking events, mentorship, internships, and more. Students who wish to apply for the next cycle of scholarship awards may learn more about the programme here.

4.     This year saw a similar number of MaritimeONE Scholarships awarded to 63 recipients, from 60 in the previous year, amounting to a total value exceeding S$1.8 million. Since the inception of the programme in 2007, 647 scholarships with an aggregate value of S$17.6 million have been awarded by the Singapore Maritime Foundation (SMF) and sponsor organisations.

5.     While a majority of the MaritimeONE Scholarship recipients are pursuing maritime-related disciplines, a number of recipients are enrolled in other courses such as accountancy, data science and artificial intelligence, business analytics, computer science, electrical and electronic engineering, law, and more. The diversity of scholarship recipients reflects the dynamic nature of Singapore’s maritime ecosystem and its transformation to become more digital and sustainable.

6.     This year also marks the first time that the MaritimeONE Scholarship is awarded to students from the Singapore University of Social Sciences (SUSS). The two recipients from SUSS are pursuing their degrees in supply chain management.

 

MaritimeONE Scholarship Recipients

7.     “My fascination with the sea and its role in global commerce inspired me to join the maritime industry, where I can blend my love for the ocean with cutting-edge technology. I aspire to lead innovative projects that enhance efficiency and sustainability in maritime operations,” said Ms. Koh Xiang Yun, a recipient of the “K” Line—MaritimeONE Scholarship 2024 who is pursuing a Bachelor of Science (Hons) in Maritime Studies at the Nanyang Technological University.

8.     “I have always aspired to be a ship captain ever since I was young as I was intrigued by seeing all the anchored vessels along the southern coast of Singapore. Being a deck officer and eventually a ship captain is a personal goal as I will only feel accomplished when I have the four stripes on my shoulder. Knowing my passion, I applied for the Diploma in Nautical Studies via the Direct Admission Exercise. Entering the course is the first step towards my lifelong dream. This scholarship will help me greatly in reaching where I want to be eventually, a ship captain,” said Ms. Zaara Batrisyia Binte Ashraf, a recipient[4] of the NYK—MaritimeONE Scholarship 2024 who is pursuing a Diploma in Nautical Studies at the Singapore Maritime Academy, Singapore Polytechnic.

9.     “My interest in maritime stems from the complex and dynamic nature of this industry, where I believe opportunities can be created. I hope to support the decarbonisation and digitalisation initiatives of this industry by harnessing the potential of big data and artificial intelligence,” said Mr. Loh He Xi Jose, a recipient of the PCL—MaritimeONE Scholarship 2024 who is pursuing a Bachelor of Science (Hons) in Business Analytics at the National University of Singapore.

10.     “My passion for the ever-evolving maritime industry stems from a desire for continuous learning and to drive transformation through innovative, sustainable practices. I aspire to build my expertise in green ship technologies and advanced systems while mentoring the next generation of marine engineers,” said Mr. Lau Ji Min, a recipient of The Chua Chor Teck Memorial Fund—MaritimeONE Scholarship 2024 who is pursuing a Bachelor of Engineering (Hons) in Naval Architecture and Marine Engineering at the Singapore Institute of Technology.

11.      Recipients of the MaritimeONE scholarship can choose their course of studies from 45 maritime and non-maritime degree and diploma programmes offered by local and overseas universities as well as local polytechnics.

 

SMI – MaritimeONE Postgraduate R&D Scholarship

12.     This year also saw the first two recipients of the recently established SMI-MaritimeONE Postgraduate R&D Scholarship which aims to expand the local maritime research talent pool to deepen Singapore’s specialised R&D capabilities as a global maritime knowledge hub.

13.     “I believe the maritime industry has the potential to play a vital role in addressing some of the most pressing challenges the world is facing today, such as climate change. As an academic researcher, I hope my research will make significant contributions to the decarbonisation of maritime in Singapore, while providing me with opportunities to enhance future maritime studies,” said Mr. Sharul Baggio Bin Mohamed Roslan who is pursuing a Doctor of Engineering (DEng) at the Singapore Institute of Technology.

14.     Besides developing maritime talents through the MaritimeONE scholarships, Maritime Singapore is also attracting and developing local sea-going professionals through the Tripartite Maritime Scholarship.


Tripartite Maritime Scholarship

15.     Ten promising students will receive the Tripartite Maritime Scholarships (TMSS). The scholarships are supported by the Maritime and Port Authority of Singapore (MPA), the Singapore Maritime Officers’ Union, the Singapore Organisation of Seamen, and industry partners like Eastaway Ship Management Pte Ltd, Fleet Ship Management Pte Ltd, NYK Shipmanagement Pte Ltd, OSM Ship Management Pte Ltd, PACC Ship Managers Pte Ltd, Pacific International Lines Pte Ltd, POSH Fleet Services Pte Ltd, and Tidewater Offshore Operations Pte Ltd.  

16.     “The seafaring sector is dynamic, offering many exciting growth opportunities. The scholarship provides me with the resources to begin my journey as a young seafarer, fulfilling both my father’s childhood dream and my own aspiration to become a ship captain. I am eager to begin my internship as a deck cadet, gaining hands-on experience and deepening my understanding of vessel operations. I also hope to serve as a role model for other aspiring female seafarers in the future”, said Ms. Archana D/O Chandrasegaran, a TMSS 2024 recipient pursuing her Diploma in Nautical Studies at Singapore Maritime Academy, Singapore Polytechnic. 

17.     Introduced in 2002, TMSS provides seafaring scholarships for students pursuing a Diploma in Nautical Studies or Diploma in Marine Engineering at the Singapore Maritime Academy, Singapore Polytechnic. The scholarship offers students an opportunity to pursue their aspirations to become ship captains or chief engineers of ocean-going ships and eventually take on leadership roles in the maritime industry.

Annex A – MaritimeONE Scholarship Programme

 

  1. About the MaritimeONE Scholarship Programme

 

The MaritimeONE Scholarship programme is spearheaded by the Singapore Maritime Foundation (SMF) as a key initiative to nurture talents for Singapore’s maritime sector. Sponsoring companies provide funding for these scholarships which are then administered by SMF. Some of the sponsoring companies also offer internship opportunities for scholars during their school term.

A total of 45 degree and diploma programmes are supported by the MaritimeONE Scholarships this year. These courses have been identified by SMF in consultation with maritime-related organisations which will select the course(s) for their identified scholars. As the MaritimeONE Secretariat, SMF conducts various outreach initiatives to inform the public of the MaritimeONE Scholarship programme for these 45 degree and diploma programmes and coordinates the interviews for sponsors to meet the scholarship applicants. After the interviews, sponsors would then advise SMF on their selected candidates for the award.

Since the inaugural Scholarship Awards Ceremony in 2007, a total of 647 scholarships have been awarded to outstanding students to pursue maritime and non-maritime-related courses in Singapore and overseas.

Annex B – Tripartite Maritime Scholarship (TMSS)

  1. About the TMSS

 

The Tripartite Maritime Scholarship (TMSS) was introduced in 2002 to help build up a core group of local marine officers by encouraging locals to take up seafaring as a career. The scholarship, sponsored by the Maritime and Port Authority of Singapore (MPA), seafarer unions (Singapore Maritime Officers’ Union & Singapore Organisation of Seamen) and shipping companies, aims to groom promising students to be Ship Captains or Chief Engineers of ocean-going merchant ships, and eventually take on leadership roles in the maritime industry. 260 TMSS have been awarded since 2002.

TMSS is open to students pursuing the Diploma in Nautical Studies or Diploma in Marine Engineering at the Singapore Maritime Academy (SMA), Singapore Polytechnic (SP). Pursuing a Diploma in Nautical Studies would prepare the scholar to become a Deck Officer. A Deck Officer will eventually progress and be appointed as a Ship Captain. Pursuing a Diploma in Marine Engineering trains scholars to become marine engineers onboard ships and who will eventually progress to become Chief Engineers on board sea-going vessels.

2024 NYK—MaritimeONE Scholar, Ms. Zaara Batrisyia Binti Ashraf: Leading the Next Generation of Female Seafarers

A first-year student pursuing a Diploma in Nautical Studies at the Singapore Maritime Academy, Singapore Polytechnic, Ms. Zaara was inspired by the global nature of maritime which offers exposure to diverse cultures, career mobility, and a meaningful purpose in driving world trade and the global supply chain. She aspires to become a ship captain one day and a leader to the next generation of female seafarers.

2024 PCL—MaritimeONE Scholar, Mr. Loh He Xi Jose: Spurring Maritime’s Data-driven Transformation

Interested in exploring the many possibilities in utilising data analytics and artificial intelligence models, Mr. Jose Loh, a first-year business analytics undergraduate at the National University of Singapore, believes that the integration of digital systems into a people-centric maritime industry will be the catalyst for its growth in the next decade.

“My interest in maritime stems from the complex and dynamic nature of this industry, where I believe opportunities can be created. I hope to support the decarbonisation and digitalisation initiatives of this industry by harnessing the potential of big data and artificial intelligence.”

 

2024 The Chua Chor Teck Memorial Fund—MaritimeONE Scholar, Mr. Lau Ji Min:  Engineering a Greener Maritime Future

Mr. Lau Ji Min first embarked on his maritime journey with a Diploma in Marine Engineering at Singapore Polytechnic. Now a second-year undergraduate studying naval architecture and marine engineering at the Singapore Institute of Technology, he hopes to inspire the next generation to contribute towards a more environmentally responsible and sustainable maritime future.

“My passion for the ever-evolving maritime industry stems from a desire for continuous learning and to drive transformation through innovative, sustainable practices. I aspire to build my expertise in green ship technologies and advanced systems while mentoring the next generation of marine engineers.”

 

2024 SMI—MaritimeONE Postgrad R&D Scholar, Mr. Sharul Baggio Bin Muhamed Roslan: Deepening Singapore’s R&D Capabilities in Maritime Decarbonisation

Mr. Sharul, who is currently in his first year of pursuing a Doctor of Engineering (DEng) at the Singapore Institute of Technology, seeks to advance his research in areas such as maritime decarbonisation, renewable energies, system modelling, and digital twinning, to achieve the eventual goal of reducing GHG emissions from ships and ports.

“I believe the maritime industry has the potential to play a vital role in addressing some of the most pressing challenges the world is facing today, such as climate change. As an academic researcher, I hope my research will make significant contributions to the decarbonisation of maritime in Singapore, while providing me with opportunities to enhance future maritime studies.”

 

2024 TMSS Scholar, Ms Archana D/O Chandrasegaran: Fulfilling Aspirations  

Ms Archana Chandrasegaran, a first-year student at the Singapore Maritime Academy, Singapore Polytechnic is pursuing a Diploma in Nautical Studies. She was awarded the Tripartite Maritime Scholarship, sponsored by PACC Ship Managers Pte Ltd. Inspired by her late father, who dreamed of becoming a ship captain, Archana is determined to fulfil both her father’s childhood dream and her own goal of becoming a ship captain. She hopes to pave the way and inspire other aspiring female seafarers by serving as a future role model in the industry.

Over 129 tertiary students across 35 teams took part in the inaugural MSC Maritime Digital Challenge that seeks to plug Singapore students with a passion for technology into the maritime industry.

Prior to joining PIL, Mr. Kastrup was CEO of NOL/APL, and subsequently assumed the role of Executive Vice President, Strategy and M&A at CMA CGM Group. A veteran in the global shipping industry with over 30 years of experience, Mr Kastrup’s other roles include Executive Vice President of Assets at CMA CGM Group heading up CMA Terminals, CMA Ships, Container Logistics as well as regional carriers such as MacAndrews, OPDR and Mercosul; as well as Vice President at AP Moller-Maersk.
Mr. Kastrup complemented his tertiary education with leadership and management training at Penn State University and The Wharton School at the University of Pennsylvania.

Ms. Angeline Teo

MANAGING DIRECTOR & HEAD, GLOBAL TRANSPORTATION & OFFSHORE, OCBC BANK

Ms. Angeline Teo is the Managing Director and Head of Global Transportation and Offshore, Global Corporate Banking at OCBC Bank which focuses on the maritime, aviation, land & port ecosystems.
Ms. Teo has spent over three decades in maritime finance. Prior to OCBC, Ms. Teo was working at ING Bank, ABN Amro and DnB in Singapore focusing on maritime and offshore.
Ms. Teo graduated from the National University of Singapore with a degree in Business Administration.

Mr. John Martin

CHIEF EXECUTIVE OFFICER, GARD SINGAPORE

Mr. John Martin began his career in London in 1989 with Richards Hogg Lindley Average Adjusters, and qualified as a Fellow of the UK Association of Average Adjusters in 2000.
At RHL he worked in their offices in Australia, Taiwan and Hong Kong. In 2003 he joined Gard Hong Kong, as a claims handler. Mr. Martin also worked in Gard Japan, and in 2014 he moved to Singapore to set up the Gard Singapore office.
Besides running Gard Singapore, Mr. Martin also heads the P&I and H&M claims units and is the Senior Claims Representative for Gard in Asia.

Mr. Cyril Ducau

CHIEF EXECUTIVE OFFICER, EASTERN PACIFIC SHIPPING

Mr. Cyril Ducau is the Chief Executive Officer of Eastern Pacific Shipping Pte Ltd, a leading shipping company headquartered in Singapore for the past 30 years.

He is also currently the Chairman of Kenon Holdings Ltd and a member of the board of directors of Gard P&I (Bermuda) Ltd. and of the Global Centre for Maritime Decarbonisation Limited, which was established by the Maritime and Port Authority of Singapore. He was previously Head of Business Development of Quantum Pacific Advisory Limited in London from 2008 to 2012 and acted as Director and Chairman of Pacific Drilling SA between 2011 and 2018.
Prior to joining Quantum Pacific Advisory Limited, Mr. Ducau was Vice President in the Investment Banking Division of Morgan Stanley & Co. International Ltd. in London between 2000 and 2008.
Mr. Ducau graduated from ESCP Europe Business School (Paris, Oxford, Berlin) and holds a Master of Science in business administration and a Diplom Kaufmann.
